There are 4 DART cops outside who have stopped a guy who was sitting at the bus stop across the street. He was drinking a beer, so they too the beer and poured it out in the gutter while he watched, looking all sad and dejected. It looks like they're just giving him a ticket. Yep, just a ticket, but if he's not careful, they'll bust him.
